Major legal problems of modern local government. Emphasis on the role of cities and other local governmental units in relation to the state and national governments. Problems that arise in connection with the imposition of taxes by state and local governments in the context of a federal system; typical state property, income, and sales tax problems, and local finance mechanisms.

This elective course is normally offered every other year.
